You can think of it as a Unit, or suffering, or maybe a UNIT OF SUFFERING... hmmm I like that!
As far as #5 goes... you realize that you are referring back to Example 3 on page 237, right?
You have a choice of using a formula (aka equation), or a graph (provided), or you could always build your own table of values. Which method gets you to an accurate answer faster?
Do you realize which value of t corresponds to 1994?

I'd like you to answer the question. If making a graph: a) helps you answer the question b) floats your boat
go ahead and do so. If you can easily and accurately answer the question without making a graph, and the question does not require you to make a graph, why bother?
Not to worry, you will be making many more graphs before the year is done!
